While enjoying a relatively low cost of living, families at or near this earning power face rising tuition rates at Texas state colleges and universities.

Hundreds of thousands of families in this area earn a great deal less than the median income. They live in abject poverty, often aggravated by the antisocial behavior that can accompany it. Most of the children in the Houston Independent School District live in households that earn so little they qualify for free or reduced lunches.

Harris County has the nation’s highest rate of residents without health insurance, 32 percent. If the economy is so strong, why can’t more employers offer health insurance?”
